This was something I wrote up for someone on a Message Board who was asking about the romances on the show (hence the personal comments).  Someone else suggested I save it and put it on my site, so I have!

Characters are in alphabetical order, except for the Pres cause he would insist on being first! 



THE PRESIDENT

Well, he's married, sometimes happily, sometimes seemingly not, to the First Lady.

 

CHARLIE

He has pretty much only dated Zoey, and she was featured in season 1 and 2. Zoey is the President's youngest daughter and a college student. They get along pretty well, and it was because of their publicized relationship that a group of white supremacists tried to assassinate Charlie at the end of a Presidential speech. Josh was serious injured, and the President slightly
slow. Regardless, Charlie and Zoey stayed together, and although she hasn't appeared this season, they seem to still be together.

 

CJ CREGG

She had a fairly serious flirtation with smitten White House reporter Danny Concannon. It was very cute, but it fizzled around early season 2 for keeps cause she wouldn't date a reporter who worked for the White House. We haven't seen him since.

In season 3, CJ had what could have been a flirtation with another reporter (who really liked the international stuff and wasn't happy with the WH beat), but it was hard to tell if there was supposed to be something there or she just liked him. He was gone after one episode.

In season 3 she seemed to really like the Secret Service agent (who was a lousy agent, which is why I had a hard time liking him) who was assigned to protect her as she was getting death threats for some anti-Muslim/Arabic remarks she had made. His name was Simon and after her stalker was captured in the third season finale they made plans to go on a date, but shortly after he walked into the middle of a robbery and cause he wasn't a very good secret service agent, was killed. I wish I could have liked him, cause he wasn't bad, but he was so bad at his job (even though he wasn't supposed to be), I couldn't get past it.

Some people see her and Toby's banter as flirtatious and indicative of a romantic interest in each other, but I don't really see it myself. 

 

DONNATELLA MOSS

Her love life seems to be the busiest, although it is always off-screen and always bad. In the first season they mentioned her dating a couple of losers that Josh coined "local gomers."  One in particular named Duane never called her back.

In season 2 she dated a lobbyist named Todd that she thought was the "one" but turned out to be a jerk. It was one date, off-screen.

Also in season 2 it looked like she and Josh were going somewhere, especially with her comment about if he was in an accident she wouldn't stop for red lights, but nothing ended up happening.

In season 3 Donna found a nice Republican to date, but he was working for the investigation team looking into the MS scandal and that didn't work out. Although not before she slept with him and perjured herself. She mentioned later on in the season that she was dating a lawyer, but no name, and there is some question as to the veracity of that remark (was she saying it to get Josh's attention? He was getting heavy with Amy and being an SOB to Donna at the time, so who knows).

 

JOSHUA LYMAN

His ex-girlfriend Maddy Hampton was a main character in season 1. They were supposed to have a flirtation relationship in the show, but there was no chemistry between the actors, and the actress didn't fit in the show, so Maddie inexplicably disappeared by season 2.

Also had a fairly serious flirtation with deaf pollster Joey Lucas that looked like it was going somewhere, but kind of fizzled a little, especially when it was discovered that unbeknownst to Josh while Joey was flirting like crazy with him, she had a lover back home in California. She came back in season 2, but by then it looked like there was going to be something with Josh and Donna and Josh never really seemed interested in Joey like he had in season 1.

In season 2 it looked like they were going to take the relationship with Donna somewhere with all of these hints and lovely little scenes. Even Joey told Josh flat-out that Donna likes him (in season 2), but as we saw in season 3, that too disappeared inexplicably.

And then comes Amy, which I won't coin a romance cause I don't want to barf on my keyboard.

 

LEO MCGARRY

He was married to Jenny in the beginning of the show, but she left him in early season 1 cause he was always working and putting her last. They officially divorced in season 2.

In season 3 he had the date with his lawyer, played by Joanna Gleason, but she was only in that one episode and was not mentioned again.

 

SAM SEABORN

dated Mallory, a school teacher and Leo's outspoken daughter. They had a really cute romance together, but they dropped it in season 1. In season 2, they had Mallory show up again for a one episode, where she and Sam cleared the air a little. But they didn't get back together as she was dating someone else.

he also semi-dated Laurie, a prostitute/law student. He didn't know that she was a prostitute when he slept with her in the first episode (it was a bar pick-up). They stayed friends but didn't get romantically involved. She was gone in season 2.

He has a flirtation with Ainsley, the new White House token Republican lawyer in season 2 and season 3, but it never really seemed to go anywhere.

 

TOBY

He has an ex-wife named Andi that he seems to still like. She's appeared a few times, first in  season 1, and also in season 3. She's a congresswoman, and one of the best "romantic" characters the show has had. Very well rounded, and played very well. I'd like her to come back.

He had a flirtation with the US Poet Laureate in season 3 for one episode (can't remember her name, but she was played by Laura Dern), but she was only in that one episode and hasn't come back since.
